PDF attachment

I wrote a workflow that merges a form input with a template into a doc file, saves it in drive, and makes it public. I then want to mail it with a pdf attachment.

Mail is sent and arrives, with the pdf attchment, however when I try to open the PDF I get a 'something went wrong, please try again later' error.

What am I overlooking?
