Can we try to charge the credit card again if the recurring subscription fails to be charged (like running the dunning process again)? or is there any other way if let's say the 3 attempts are still not successful?

You can update the new card in the subscription and then you the collect charge for the subscription in which you have attached the new card. To do so please follow the below steps
Invoice > Search for the invoice which you want to collect the charges. > Three dots options > Collect charge.
