The Hotmail delivery issue is still occurring

Hello,
The issue is still occurring: emails sent to Hotmail domains continue to be rejected. This happened a few months ago as well, and it was the reason I canceled my plan.
I have maintained strict control over soft bounces and unsubscribed the affected addresses from my audience.
Please investigate the cause of these rejections and let me know what steps can be taken to resolve the issue.
