As we can see from your WhatsApp Cloud API action step you haven't passed any related data in the custom fields which you have created in the WhatsApp Cloud API action step.
So, please try passing the data in all the fields and then try again.

Kindly check whether in the prefix you have set the country code accordingly or not as mentioned in the help text.
