How do you turn off taxes?

I don't want taxes collected.
I have removed every customer and every subscription but the settings will not let me delete the state taxes.
It says I have a tax rule. when I try to delete the tax rule
It keeps saying it can't delete because it can't find a previous state and won't delete the rule.
Since I can't delete the rule, I cant turn off the collecting taxes.

Any ideas?

I just went in to add a a subscription and again I cannot delet the taxes. It will not let me remove the tax rules to it is adding 11 cents tax to everything. How do I get the taxes cut off? There should be a simple on off switch.
