How to programmatically register a user as a affiliate and retrieve its affiliate link?

Hi, is there do achieve this? I didnt find such API here.

Our use case:
1. Treat each customer as affiliate to our business, the customer may not have prior purchase with us.
2. Display the affilite link (unique per customer) in our website
