Issue in Emails sent to unsubscribed emails.

We understand your concern regarding emails or campaigns being sent to users whose email addresses have previously bounced.
Please note that a campaign is sent to the subscribers included in the selected list anyway. Hence, to maintain a healthy email delivery reputation and avoid sending campaigns to bounced addresses, we recommend removing such subscribers from the list.
Please follow these steps:
Go to the Subscriber List section.
Open the specific subscriber list where you are facing the issue.
On the right-hand side of the subscriber table, click Filters.
Set the filter to Status → Equals → Bounced.
Click Apply to view all bounced subscribers.
Review the filtered results and remove the bounced email addresses from the list.
This will help keep your subscriber list clean and reduce the chances of facing similar delivery issues in future campaigns.

Ok but this is not a hygiene process. When we import a new subscriber list, some bounced emails may be imported again. According to this, it's a repetitive process.
As per the other email marketing tools in the market, campaign sent a emails to only subscriber expect bounced, unsubscribed emails.
When an email is unsubscribed, then why is mail sent again?
