new numbers do not work

I setup Connect with a workflow to send message whenever I have a trigger from shopify for new order and it works perfectly with for one phone number (The one I selected during setup) but if another customer triggers a new order they do not receive any mesgs
 
I did some further testing and apparently the customer will not receive any messages from the automation unless they initiate a conversation with my WhatsApp API first. If they initiate once then they start receiving messages afterwards. Does it make sense? How to solve it?

Please try using the 'Send Template Message' action step if you want to send messages to customers who have not initiated the conversation.
