One-Time Coupon Discount on Recurring Subscription

Hi,

I have a plan with the following price:
Annual Recurring of $156
Setup Fee of $499

How can I make a coupon to waive the setup fee (which is one-time)? I don't want to make a discount on the annual recurring revenue.

Tried with this coupon setup:

Discount Type: Flat
Discount: $499
Redemption Type: One-Time
Apply coupon - Apply coupon to the total amount.

This works when I choose Test Card to pay, but it won't push through with Paypal (both sandbox and live). A screenshot of the error is below:

We would like to let you know that PayPal does not allow to use of one-time coupons with recurring subscriptions.
