Payment Form stopped opening PayPal

The Payment Form to our Portland, Oregon Class worked until July 17, when filling the Form and clicking the Enroll button started re-opening an empty Form instead of opening a PayPal page for Payment.

We couldn't find the bug so we created a second form, which did work. Safari successfuly opened PayPal (even though it couldn't load the Captcha), and Chrome successfully opened PayPal login/payment page.

Other class Payment Forms have now started to fail, where clicking the Enroll button just re-loads an empty Form. It seems as if the other Forms work for a few months before they fail.
Why is this happening?
What is causing Forms that successfully open PayPal pages to just stop working?
