Declined transaction message-not presenting payment failed setting options

Hello, I just tried to run a transaction as a customer (not in test mode) and the credit card was declined, instead of being presented with the failed payment settings to pay with any of the other gateways, I got an error message and no way for the customer to pay:

How do we find out what the error code 2 means, and more importantly, why did the failed payment not get rerouted to the failed payment page so that PayPal, Stripe, etc. were shown as options?

We would like to inform you that we have checked this issue at our end but the issue is not from our end since our Checkout Page redirect you to the Payment Pop up or to the authorize Payment link so the issue you are getting is from Authorize Payment Gateway's end so we request you to please contact to the Authorize Customer Support, they can help you better.
Also, we would like to inform you that once the Checkout page will give you the error in Payment (Payment Failure) then only our system will redirect you to the another Payment Gateways (since this error will be from our system) which you have attached in your Plan after the Failure of Payment but this error which you are getting currently is from Authorize Payment Gateway's end so our system is not redirecting you to another Payment Gateway for making successful payment since it is Failing after the successful checkout.
