every outbound message fails

My WhatsApp number shows Connected, High quality, and Available Without Review in Pabbly Chatflow, but every outbound message fails with:
“WhatsApp provided number needs display name approval before message can be sent.”
Meta WhatsApp Manager also shows the number as connected and does not show a pending review.
Please check the provisioning/status synchronization for this number on your side.
